Point taken from canon timeline, or nature of AU-ness: He's from the "Lieutenant to Chaos" AU, in which the Master and Jack have taken over Torchwood (among other various differences, see this post on my LJ for a better description of the AU). He's the head of the medical department at Torchwood Three, overseeing a small team that works primarily on research. His current year is 2007.
Brief Personality Description: Snarky, hyper, sarcastic, drives his underlings up the wall, chews on the end of his pen when he's distracted, is a gamer, makes his assistants do the autopsies, flirts with Suzie even when they're in an "off" phase of their relationship.
Brief History: Hired by Torchwood in 2000 after being fired by Cardiff A&E, Owen was one of three members of the Cardiff team, mostly patching them up, autopsying Weevils and their victims, bodies that came through the Rift, and playing games while at the Hub. In 2005, he found himself told to hire a couple of assistants, and a title change from "Medic" to "Head of Medical Department, Torchwood Three". He doesn't have as much time to game, but he no longer does the autopsies (often). He found a door that didn't belong in his office one day, and comes and goes whenever he finds the door behind his desk. Usually it's there when he needs it to be there.
